Cyber Corps This program will address the shortage of highly skilled computer science expertise in the government and will enable agencies to recruit a cadre of experts to respond to attacks on computer networks. Cyber Corps will examine new scholarship programs to retrain, retain and recruit computer science students. However, many security experts say the president's proposals don't go far enough. Fred Schneider, a security expert and professor of computer sciences at Cornell University, was reported in the San Francisco Chronicle as stating, "Power systems, telecommunications and e-commerce are all vulnerable to a host of problems ?" He also warned, "It is possible, using the Internet, to take out sections of the power grid and telecommunications."
