Last week was a busy one at the World Trade Organization (WTO) in Geneva, Switzerland. The signs are very encouraging that the member countries of the WTO are back on track to move the WTO’s trade liberalization agenda forward – from the new International Services Agreement (ISA) to the ongoing negotiations to expand the existing WTO Information Technology Agreement (ITA).

- Negotiations on International Mercury Treaty Resume in Nairobi

- The Intergovernmental Negotiating Committee (INC) tasked with preparing a global mercury treaty is holding its third session in Nairobi from October 31 to November 4, 2011. The INC will consider policy options related to the mercury use in products and processes and the management of mercury wastes (including mercury-added products that become wastes), among other issues. This session will be used to narrow currently-proposed wide-ranging policy alternatives in the draft treaty; the INC aims to complete negotiations on the mercury treaty by 2013. The treaty is expected to include new global limits on the use of mercury in certain products. More >>
- European Commission Takes Action Against Slovakia For Unlawful Barrier to the Hazardous Waste

- The European Commission has taken action against Slovakia for blocking movements of hazardous waste in violation of the EU waste shipment legislation. Slovakian law stipulates that hazardous waste be preferably recovered within Slovakia. - The United States Environmental Protection Agency (EPA) National Risk Management Research Laboratory has released a detailed guidance document entitled "Guidance to Facilitate Decisions for Sustainable Nanotechnology". The guidance is intended to provide tools for addressing potential environmental, economic, and social implications throughout the life cycle of a nanotechnology product or nanomaterial. Overviews and some examples of the analytical tools and methods are provided, along with extensive references to more detailed original sources. According to the document, it is geared at nanotechnology researchers, developers, engineers, and product manufacturers, as well as government agencies, non-governmental organizations, and other stakeholders. - Basel Convention Parties Adopt Global Guidance on the Management of E-waste

- Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal held their tenth meeting (COP-10) in Cartagena, Colombia on October 17-21, 2011. Over 700 participants, representing governments, UN agencies, intergovernmental and non-governmental organizations, and the private sector attended the meeting. The parties adopted several new guidance documents and guidelines for the management of used electrical and electronic equipment (EEE) and e-waste. The parties also adopted a decision that is expected to expedite the entry into force of the so-called "Basel Ban Amendment" which, when in force, will prohibit the export of hazardous e-waste from developed to developing countries (this topic will be addressed in a separate Regulatory Alert). Representatives from the Information Technology Industry Council (ITI) attended the meeting to advocate on behalf of the U.S. electronics industry. More >>
