Arlington, Va. – The Telecommunications Industry Association (TIA), the leader in advocacy, standards development, business development and intelligence for the information and communications technology (ICT) industry, has joined global industry associations in submitting comments on China's Ministry of Science and Technology's (MoST) Draft Notice Launching the National Indigenous Innovation Product Accreditation Work for 2010.
The Ministry's draft notice follows publication of a circular in November of 2009 establishing a national indigenous innovation product accreditation system for government procurement, with which global industry has expressed significant concerns. While TIA welcomes China's attempts to address some of the issues with its product accreditation program, a number of concerns still remain with regard to the purpose of MoST's draft notice and with China's broader indigenous innovation policies. With those concerns in mind, TIA and other industry associations are asking MoST to not go forward with publishing its national indigenous innovation product list and not to go forward with the program, while urging China to take global approaches toward promoting innovation. "Global industry recognizes and understands China's desire to promote innovation," says TIA President Grant Seiffert. "However, indigenous product lists and domestic technology preferences that close China off from the rest of the world will have the opposite effect, and will hold back China from developing an innovative economy. Innovation today is carried out on a global scale with collaboration taking place among different companies and organizations located all over the world," Seiffert explains. "In addition to creating barriers to trade, the increasingly insular approach that China has been taking will undermine its attempts to be competitive globally."
