Telecommunications Industry Association (TIA) Applauds FCC Action Creating Voluntary Commercial Mobile Alert System

Public to Benefit from Lifesaving Mobile Service Emergency Alerts

Washington, D.C. - The Telecommunications Industry Association (TIA), leader in advocacy, standards development, business development and intelligence for the information and communications technology (ICT) industries, today applauded the Federal Communications Commission (FCC) for adopting a Commercial Mobile Alert System (CMAS) Order that provides flexible standards for mobile providers who voluntarily offer mobile alerts to subscribers.

The FCC agreed with TIA's position that participating mobile providers generally must target alerts at the county level and that the FCC should forbear from mandating delivery of Emergency Alerts via point-to-point technology, recognizing that point-to-multipoint technology is the best long-term method of delivering Emergency Alerts to mobile service subscribers. Again endorsing TIA's position, the FCC did not mandate CMAS technical requirements upon legacy and non-initialized handsets. TIA also urged the FCC to allow for flexibility in designing user interface, and the FCC agreed by finding that mobile providers will be allowed to retain the discretion to define protocols in conjunction with their overall network design.

"The FCC's thoughtful, flexible approach to requirements for voluntary providers of CMAS alerts will speed the development and rollout of CMAS alerts, providing mobile providers with another valuable service for subscribers and likely saving lives. We applaud the FCC for adopting the majority of TIA's priorities and for helping to speed the delivery of the CMAS to mobile customers," said Danielle Coffey, TIA's Vice President for Government Affairs.

"TIA continues to believe that CMAS providers should be able to recoup CMAS developments costs, and we will seek regulatory or legislative clarification that such costs can in fact be recovered for offering this valuable public service. Additionally, as the FCC addresses the testing of the CMAS, TIA will work with it to prevent allowance of subscriber-based testing methods," Coffey stated.
