TIA Sends NTIA Comments on Security and Technology
Washington, DC - The Telecommunications Industry Association (TIA) announced today it has submitted comments regarding The National Telecommunications and Information Administration (NTIA) "Multistakeholder Process to Develop Consumer Data Privacy Codes of Conduct." TIA cautioned against an overly-burdensome regulatory scheme that would ultimately hurt consumers, and provided a number of specific comments related to the NTIA multistakeholder process.
In its comments, TIA said:
"Policy solutions should not limit an individual consumer's choice to choose the appropriate balance between privacy and these innovations that provide convenience, speed or easier communication.
"Consumers need to be given more credit for understanding their choices in opting for convenience. … Regulations that greatly hinder the availability of information and implement burdensome technical safeguards would be costly to consumers in the form of less availability of free services and content and more expensive products. ...
"The focus of privacy protection should be on how information is used, collected, and safeguarded, not on which technology is used for those functions. Technological convergence has made legal and regulatory distinctions between 'networked' and 'brick and mortar' consumer relationships irrelevant. Regulations based on invalid distinctions can fail in their purpose and do real economic harm by discouraging the adoption of network technologies."

We hope that China will use this break in the negotiations to reexamine its approach to the negotiations to expand the ITA and focus on reducing its overly large list of sensitive products. If China is ready to move forward to conclude the expansion of the ITA this year then the ITA Expansion is achievable this year.

The ITA remains one of the most commercially important WTO trade agreements – by eliminating tariffs on a broad range of ICT products, the ITA lowers the cost and improves access to these products, which are vital to the economic competitiveness of all economies around the world.

Last week was a busy one at the World Trade Organization (WTO) in Geneva, Switzerland. The signs are very encouraging that the member countries of the WTO are back on track to move the WTO’s trade liberalization agenda forward – from the new International Services Agreement (ISA) to the ongoing negotiations to expand the existing WTO Information Technology Agreement (ITA).
